Published by BLUD UPTD Pengelolaan KKP Raja Ampat, the body that charges it. Operators publish figures for this fee that disagree with each other by a factor of two.

There is one Raja Ampat charge we can describe from the body that administers it: the environmental services fee for the marine protected areas. Paying it produces the TLPJL entry card, often shortened in travel conversations to the Raja Ampat permit.

The current authority figures are stored in this page's structured fee data, not repeated in prose. That keeps a changing tariff in one place and prevents an old amount from surviving elsewhere on the page.

This isn't a universal receipt for every possible activity. Community access, a viewpoint, a local host or another managed site may have its own arrangement. Your job before boarding is to separate the marine entry card from every route-specific item and find out who handles each one.

What the TLPJL card is

The Raja Ampat Marine Park Authority describes the TLPJL payment as an environmental services fee. It applies to visitors entering Raja Ampat's network of marine protected areas. The authority says the money supports management and monitoring of the marine environment and sustainable resource management.

The legal basis named on the authority page is West Papua Governor Regulation Number 4 of 2019. The authority also states that entering the marine park without the card breaches the applicable rules and can lead to expulsion from the protected area.

Read the current marine park entry card information before travel. It is the controlling public source for the figures and purchase instructions on this page. An operator page, an old receipt or a travel forum isn't a substitute for the body charging the fee.

Who needs it and how long it lasts

The authority separates international visitors from Indonesian citizens in its tariff. It says children under twelve don't require the card. It also states that cards remain valid for twelve months from purchase.

Bring evidence that supports the category being claimed. For an adult, that normally means the same identity document used for the trip. For a child near the exemption boundary, ask what proof the operator or authority expects. We won't invent an age-verification procedure that the public page doesn't publish.

Validity is not the same as transferability. Keep the card or its accepted evidence linked to the named traveller. If you bought one for an earlier trip within the validity period, send the details before boarding and ask whether it remains usable. Don't assume a lost screenshot, an unnamed receipt or another traveller's card will be accepted.

Where the authority says to buy it

The current authority page names its Raja Ampat Marine Park Authority office in Waisai as the in-person purchase location. It also publishes direct contact methods and asks visitors to arrange collection before entering a protected area.

That creates an obvious practical question for a cruise guest who boards in Sorong and doesn't travel through Waisai: who arranges the card?

Ask the cruise operator. Some trip workflows may collect guest details and coordinate permits. Others may require the guest to complete a step. The authority's public page doesn't establish a blanket rule that every operator purchases for every guest, so we don't promise that service here.

Use the Sorong cruise arrival plan to avoid creating an unnecessary Waisai ferry journey. A purchase office being in Waisai doesn't by itself mean the guest should travel there. The correct boarding and permit workflow must come from the confirmed cruise.

What to send the operator

Ask for a checklist before the document deadline. Expect it to distinguish between information needed for the boat and information needed for the protected area.

The useful questions are:

  1. Will the operator arrange the TLPJL card for this departure?
  2. What identity details or copies are required?
  3. What is the submission deadline?
  4. Is the fee included, collected separately or paid directly?
  5. What proof should the guest carry?
  6. Does an existing valid card change the process?
  7. Are there separate local access arrangements on this itinerary?

Send sensitive identity documents only through the method the confirmed operator instructs you to use. A general page can't authenticate a person who contacts you outside that booking chain.

Marine card versus local access

The TLPJL card covers entry to the marine protected-area network under the authority's scheme. It doesn't turn every village, viewpoint, jetty or privately managed facility into open access.

A community visit may require a host and permission. A viewpoint may use a local management arrangement. A privately operated facility may not accept visitors at all. These aren't reasons to add a vague destination fee to every quotation. They are reasons for the operator to state which planned activities carry a separate arrangement.

For a leisure route, ask about each landing and hosted visit. The villages and birding cruise makes access conditional because the host and site matter. For a dive route, ask whether jetty dives or village stops involve a local contribution and whether it is included.

The unresolved second-ticket claim

Some market material refers to another general visitor ticket in addition to the TLPJL card. Our research searched the marine authority and Raja Ampat government material but didn't find a current primary source establishing that charge, its administrator or whether it applies to a cruise guest who never lands in Waisai.

We therefore do two things. We don't add that alleged ticket to the structured amount, and we don't claim that no other charge can apply. Before issuing a final quote, the booking team should confirm the charges for the actual itinerary with the appropriate authority or local manager.

Check again before departure

Government tariffs, offices and procedures can change. Reopen the authority page when the trip is confirmed and again before the document deadline. If its published instructions conflict with an older quotation or this page, ask for the discrepancy to be resolved in writing.

Keep the permit evidence available offline while aboard. Also keep the operator's contact and the written note explaining who handles any remaining route-specific payment. That is much more useful than carrying one vague total whose components were never identified.
